As promised, New York Gov. Paterson has set up a special pardon review panel for noncitizens with criminal convictions.

The panel was created to help immigrants whose criminal convictions might result in deportation.

In deciding whether to grant a pardon, the panel will consider whether the individual has been rehabilitated, whether he or she was aware of the criminal consequences of a guilty plea and whether he or she became deportable because of a change of law that occurred after the guilty plea was entered.

In most cases, if the governor grants a pardon, the government will no longer be able to deport. The pardon could also make the individual eligible to become a U.S. citizen. To apply for a pardon, write to: The Executive Clemency Unit, New York State Division of Parole, 97 Central Ave., Albany, N.Y., 12206.

Include name, address, a contact phone number, date of birth, Social Security number, whether Immigration proceedings are pending against you and the status of those proceedings, along with the crime and the place and date of conviction and the sentence.
